New Delhi: The proposed 100 smart cities are likely to be selected in three phases — 20 this year and 40 each in subsequent years, according to Karuna Gopal, president of Foundation for Futuristic Cities (FFC).

The Foundation is developing a protocol for Indian cities in collaboration with government and corporate entities. Gopal was speaking here on Monday at a smart city round-table, reiterating a pact between India and the Netherlands government.

A business delegation from Netherlands, led by Mayor of Amsterdam Eberhard van der Laan, is in India for a week to discuss investment opportunities, as well as the smart city project.

The Amsterdam mayor said, “We would want to help Prime Minister Narendra Modi’s ambitious project.’’

Even as the government is still tweaking the public-private partnership (PPP) funding model for smart cities and working on the concession agreements, international interest in the venture has been phenomenal. Foreign delegations are routinely showing their keenness to be a part of the smart city project, said Gopal.

The visiting officials from the Netherlands pointed that an MoU was signed between the Dutch ministry of infrastructure and environment and India’s urban development ministry in 2013, and the two sides would now like to build on the same for the smart city project. The US, Japan, China, Germany, Spain, France and Singapore are among the countries interested in collaborating with India on the project.

The 100 smart cities are likely to be a combination of greenfield development, redevelopment and retrofit projects. Also, the smart cities may be linked to other key projects of the National Democratic Alliance (NDA) government such as Digital India and Swachh Bharat, officials said.

For smart cities, the core areas will include municipal reforms, e-governance, zero emission, connectivity and mobility.

Last July, in its first Budget, the NDA government announced that 100 smart cities would be developed, and allocated over Rs 7,000 crore for the project, which is still in the planning stage.

Jaipur Ring Road, an ambitious project of National Highway Authority of India, would be completed in next 20 months and 'Smart City' plans would be mooted in seven municipal corporation and 25 municipal councils in next three years, Rajasthan government today said. 

Replying to a debate on demands of grant by his Urban Development and Housing Department and civic bodies, Minister Rajpal Singh Shekhawat told the House that Jaipur Ring Road project was underway after acquiring land and paying compensation to farmers, and Jaipurties would get this in next 20 months. 

On the Rs 183 crore 'Smart City' project, Shekhawat said it would be taken up in seven municipal corporations and 25 municipal councils. 

Digital and IT enabled facilities will be provided to people so that they could get easy access to get their official documents including birth certificates, various bank related works, and land-revenue-loan works, he said. 

To address public grievances related to the department, a call center would start working in Jaipur this month and Wi-Fi facilities would be provided at major hospitals, tourist places, bus stations in near future, he said, adding, the Center had already adopted Ajmer as a prospective 'Smart city'. 

A 'Comprehensive Mobility' plan with 'Integrated Transport System' would be brought for infrastructure, sanitation, sewerage, solid management, and clean India programmer in all 32 districts covering all cities, he said, adding this perspective development plan was already underway in 24 cities. 

Solid waste collection, transportation, disposal and processing would also be taken up on war footing in 184 civic bodies by setting up 111 clusters, the minister said. 

Open Defecation free campaign was underway and two lakh families would get toilets in 2015-16, he said. 

In another announcement, the minister said house or land owners of Rajasthan Housing Board, Urban Improvement Trust, and Development Authorities would get 50 per cent rebate on interest on payment of lease till May 31, 2015. 

And those who deposit their 8-years' old lease would get 100 per cent rebate on interest, he added.

A good news for farmers of Gujrat and Rajasthan now an unmanned aerial vehicle flying over their field can help them to survey and mapping of their crop and crop diseases along with assisting insurance companies in settling claims.

Weather forecaster Skymet has already conducted a pilot project in parts of Gujarat to map the groundnut crop along with Agriculture Insurance Company (AIC) of India and will soon be flying across field in the coming summer.

Jatin Singh CEO of Skymat said that “Remote sensing through unmanned aerial vehicles allows non-destructive sampling to observe agronomic indicators every square metre. We did a pilot project last year and will increase its coverage across Rajasthan and Gujarat this year”.

The technology has been in use in the United States and other developed countries to map crop position, control farm subsidies, detect pests, monitor nutritional and water stress on crops, and even spray fertilizer and pesticides on crops.

Skymet, along with the AIC and Gujarat government, used satellite remote sensing technologies and drones across 10 villages in Morbi district of Gujarat last year.

The Chief Minister of Rajasthan Vasundhara presents the Rajasthan budget for the year 2015 in which the new IT and e-governance policy will be issued by Rajasthangovernment for citizens, industries, and government offices.

The government will also extend its support to expand 4G mobile network in the state while Wi-Fi facility at earmarked places in Jaipur will be provided.

While speaking on the budget Vasundhara Raje said that her government will provide necessary assistance to expand 4G services to improve mobile connectively in the state. Making announcements under ‘Digital Rajasthan and Good Governance’ segment, Raje said that Primary Agriculture Credit Society (PACS), Large Agriculture Multipurpose Society (LAMS) and E-Mitra centres will be made business correspondents.

She also said that a new IT and e-governance policy, 15000 new e-mitra centres, video conferencing at all ATAL Sewa kendras, establishment of District Level Officer of IT, Wi-Fi facility will be provided at the main railway station, Sindhi camp bus stand,

antar-Mantar, Amber fort, Central Park, Jawahar Circle, SMS hospital, selected stations of Metro rail in Jaipur.

Creation of Rajasthan State Tourism portal, Rajasthan Higher Education portal, computer labs in 2000 schools, digital literacy scheme, end-to-end computerisation of PDS system, e-Tuition in social justice and empowerment department’s residential schools and hostels, implementation of E-dharti programme were among other announcements for the sector.

In the sector of skill development and employment, the Chief Minister announced to set up a non-resident labour cell to deal with the issues
and problems related with labours who go out of the state to earn livelihood.

The Chief Minister of Rajasthan said stern action will be taken against illegal mining and those running cement plants on Gochar-Bhoomi (pasture land) in Chittorgarh district and in its 10 km periphery including fort and famous Vijay Stambh monument.

Intervening in a debate in the Assembly on illegal mining, she said the government was concerned and worried about illegal mining in Chittorgarh.

She said Stern action would be ensured against illegal mining and those running cement plants on Gochar-Bhoomi (pasture land) in Chittorgarh district.

Earlier, in his reply the State Minister for Mines Rajkumar Rinwa said the Rajasthan High Court had banned the mining in the 10 km periphery of Chittorgarh due to historic importance of the city and monuments but the previous Congress government had moved to the Supreme Court with an SLP seeking relaxation on the ban.

He also added that the previous Congress government had also brought a scientific report on the matter from Roorkee based institute that there was cracks in the monuments due to nuisance of monkeys and tourists, MoS said. The state government should set up a sub-committee of cabinet to investigate the factual situation.

Jaipur Development Authority has received a total of 35382 application for allotment of residential plots in its latest 6 scheme launched in February 2015. Out of the all, about 10 thousand people applied for the scheme in last two days of the scheme, i.e. on 1st and 2nd March.

Jaipur Development Authority invited applications for allotment of 5885 residential plots in 6 different plot schemes at different locations from 2nd February to 2nd March 2015. The applicants can also check the status of their application by logging in to www.jaipurjda.org.

Kedar Vihar scheme finishes on the top spot with 15230 number of applications for a total of 2281 plots of different sizes. Kedar Vihar is then followed by Raghunath Vihar which received a total of 10693 applications for 1735 plots. Ram Chandra Vihar finishes third with 7355 applications.

Bagru Greens, which offered only 117 plots received the least number of applications reaching only 561. Below is the graphic showing the number of scheme wise applications.

The Rajasthan Housing Board(RHB) raises the cost of flats in Rajasthan, the unprecedented rise in the cost of group housing schemes of Rajasthan Housing Board is burning a hole in consumers’ pockets.

The allottees of RHB schemes are forced to pay double in many schemes to take possession. Reports suggest a huge difference in prices from what was quoted at the time of booking and at the time of construction.

As per records, in Bhilwara the RHB had announced flats at Rs 16 lakh for middle income group (MIG-B) each but the constructed ones’ cost went up to Rs 42 lakh, which surprised the purchasers. Many allottees also approached the court in this regard.

Similarly, there was a price difference of Rs 16 lakh for Bhagu apartment (Mansarvor). At the time of booking the RHB had quoted Rs 38 lakh and when it was constructed the allottees were asked to pay Rs 54 lakh.

An official said, “The contractors in connivance with officials are using the material, which is not mentioned in the list and this elevates the cost.”

Sources further said the contractor in Ajmer and Kishangarh spent double the amount approved for the earthwork. The concerned official allegedly approved the file without receiving a nod from higher authorities. After this, the RHB commissioner has sort a factual report.

It is believed that this is the reason behind failure of RHB schemes in recent past. Recently, despite launching housing project in posh localities and prominent locations, the self finance schemes fail to attract buyers.

However, officials believe increasing reserve price beyond 15% is against the norms. According to the rules, even Jaipur Development Authority cannot increase its reserve price by more than 15%. “The decision to increase the reserve price should be passed in the board meeting so that the common man is benefited. However, according to the rules, the officials at administrative level increasing the reserve price is wrong,” an official said.

वसुंधरा ने बजट पेश करते हुए कहा कि प्रदेश में आशा और विश्‍वास का माहौल बना है। सीएम ने बजट में सड़क आधुनिकीकरण और सेफ्टी पर जोर दिया है। यह राजस्थान का वित्तीय वर्ष 2015-16 का है।

बजट पेश करते हुए सीएम राजे ने कहा कि ग्रामीण सड़क सुधार के लिए 847 करोड़ रुपए का प्रावधान किया गया है।  साथ ही 600 गांवों को सड़कों से जोड़ने का काम होगा।  राज्य में मिसिंग लिंक के लिए 900 करोड़ का प्रावधान बजट में किया गया है। 

रोड सेफ्टी पर सीएम ने कहा कि रोड सेफ्टी एक्ट बनाया जाएगा। राज्य में 10 हजार किलोमीटर से ज्‍यादा सड़कों का निर्माण कार्य होगा। दूरदराज क्षेत्र में 1500 नए मार्ग खोलने का ऐलान किया है। 

इंफ्रास्ट्रक्चर क्षेत्र से जुड़ी महत्वपूर्ण घोषणाएं:- 

- 10 हजार किलोमीटर से ज्‍यादा सड़कों का निर्माण। 

- ग्रामीण गौरव पथ योजना लागू (वॉटर लॉगिगं से जुड़ी परेशानियों के लिए)। 

- मिसिंग लिंक के लिए 900 करोड़ का प्रावधान। 

- 250 से 499 तक की आबादी वाले 600 गांवो को जोड़ने के लिए 500 करोड़ का प्रावधान। 

- 250 व इससे अधिक आबादी वाले एक हजार 100 ढाणी-मजरों को सड़क जोड़ने के लिए 960 करोड़ रुपए।  

- ग्रामीण सड़क सुधार के लिए 847 करोड़ रुपए।

- खनिज क्षेत्रों की सड़कों की विकास के लिए 50 करोड़ की लागत से सड़क निर्माण। 

- जोधपुर में राईकाबाग-जैसलमेर-रेलवे सेक्शन के रेलवे ओवर ब्रिज का निर्माण 35 करोड़ रुपए से। 

- 2015-16 में 14 करोड़ से होगा सात रेलवे ओवर ब्रिज का निर्माण।

मुख्यमंत्री वसुंधरा राजे ने बजट 2015-16 में प्रदेश के खिलाडियों को बड़ी सौगात दी है। राजे ने अपने बजट भाषण में घोषण करते हुए कहा कि खिलाडियों को प्ररिक्षण करने विशेष सुविधा दी जाएगी। 

राजे ने कहा कि तीरंदाजी व शूटिंग को बढ़ावा देने के लिए राज्य में स्थापना की जाएगी। राज्य में बालकों को लिए हॉकी तथा बास्केटबाल हेतु नई खेल अकादमियों की स्थापना की जाएगी। 

मुख्यमंत्री ने खेल संघों द्वारा आयोजित प्रतियोगिताओं में खिलाडियों के दैनिक भत्ते में बढ़ोतरी की जाएगी। वर्तमान में राज्य स्तर पर दैनिक भत्ता 200 रूपए तथा राष्ट्रीय स्तर 300 रूपए है जिसे बढ़ाकर क्रमश: 300 रूपए एवं 500 रूपए किया गया है। इससे एक करोड़ रूपए का अतिरिक्त वित्तीय भार आएगा।

उन्होंने कहा कि राज्य में चयनित छह खेलों में राज्य के खिलाडियों को राष्ट्रीय व अंतरराष्ट्रीय प्रशिक्षकों द्वारा प्रशिक्षण सुविधा उपलब्ध कराई जाएगी। इसके लिए आगामी वर्ष में 70 लाख रूपए खर्च होगा।

राजे ने कहा कि भारत सरकार द्वारा देय राशि के अलावा समर व विंटर ओलंपिक खेल में स्वर्ण पदक प्राप्त करने वाले को 75 लाख रूपए, रजत पदक प्राप्त करने वाले को 50 लाख रूपए और कांस्य पदक विजेता को 30 लाख रूपए दिए जाएंगे। 

इसी प्रकार से एशियन खेल और कॉमन वेल्थ खेलों में स्वर्ण पदक विजेता को 30 लाख रूपए, रजत पदक विजेता को 20 लाख रूपए तथा कांस्य पदक विजेता को 10 लाख रूपए की राशि दी जाएगी।

इसके साथ ऎसे पदक विजेताओं को जयपुर विकास प्राधिकरण द्वारा 220 वर्ग मीटर के आवासीय भूखण्ड का आवंटन नि:शुल्क किया जाएगा। साथ ही पदक विजेताओं को तृतीय क्षेणी के पदों पर पुलिस विभाग तथा खेलकूद विभाग में पदकों के आधार नौकरी दी जाएगी।

पीएम मोदी की महत्वाकांक्षी योजना 'डिजीटल इंडिया' के तहत राजस्थान सरकार ने भी 'डि़जीटल राजस्थान' योजना का प्रावधान बजट में किया है। इसके तहत प्रदेश की राजधानी जयपुर के कुछ क्षेत्रों में वाई-फाई  की सुविधा होगी। साथ ही राज्य में 5 हजार की जगह 11 हजार ई-मित्र केंद्र खोले जाएंगे। 

'डिजीटल राजस्थान' के तहत बजट पेश करते हुए सीएम वसुंधरा राजे ने कहा कि हमने बजट में राज्य की राजधानी जयपुर के कुछ इलाकों में वाई-फाई की सुविधा देने का प्रावधान किया है। साथ ही राज्य में टैक्स कलेक्शन की प्रक्रिया भी ऑनलाइन होगी।

ई-धरती कार्यक्रम शुरू करने की घोषणा करते हुए वसुंधरा ने कहा कि राज्य की हर पंचायत पर ई-मित्र केंद्र खुलेगा। प्रदेश में 5 हजार की जगह 11 हजार ई-मित्र केंद्र होंगे। साथ ही अटल सेवा केन्द्रों पर मिनी एटीएम मशीन लगाई जाएंगी।

जयपुर  राजस्थान की जनता को आने वाले सालों में महंगी बिजली से सामना करना पड़ सकता है। मुख्यमंत्री वसुंधरा राजे ने सोमवार को बजट भाषण में इस बात के साफ संकेत दिए हैं।

 राजे ने साल 2015-16 का बजट भाषण पेश करते हुए प्रदेश की ऊर्जा स्थिति पर कहा कि बिजली कंपनियों को घाटे से उबारने के लिए आगामी वर्षो में कठोर निर्णय लेने जरूरी होंगे। राजे ने इसके लिए पक्ष-विपक्ष समेत आमजन से महंगी बिजली के लिए तैयार रहने का आग्रह किया।

राजे ने राजस्थान विद्युत तिरण सुधार प्रबंधन बिल लाने की घोषणा भी की। जानकारों की माने तो इस बिल के आने से बनने वाले कानून के बाद बिजी कंपनियों को हर साल अपनी दरों में संशोधन करने और अन्य सेवाओं के दामों में बढ़ोतरी की खुली छूट मिल जाएगी। 

संशोधनों के लिए बिजली कंपनियों को राज्य सरकार की मंजूरी की जरूरत नहीं होगी। मालूम हो कि इस बाबत बिल का प्रस्ताव पिछली सरकार के कार्यकाल से अटका हुआ है।

राजे ने कहा कि बीती कांग्रेस सरकार के कार्यकाल में बिजी कंपनियों की माली हालत इतनी बिगड़ गई कि वर्तमान में इन कंपनियों पर 77 हजार करोड़ रूपए का घाटा है। इस घाटे को पाटना जरूरी हो गया है। इसके लिए सरकार को कठोर फैसले लेने होंगे। 

राजे ने इस वर्ष कृषि कार्य के लिए 40000 कृषि कनेक्श्सन देने की घोषणा भी की तथा पंडित दीनदयाल बिजली योजना के तहत किसानों व गरीब ग्रामीण परिवारों को बिजली कनेक्शन देने की घोषणा की।

मुख्यमंत्री वसुंधरा राजे ने सोमवार को राज्य का बजट पेश करते हुए एक बड़ी घोषणा की। इस घोषणा से पृथ्वीराज नगर में बिना पट्टेधारी मकान मालिकों को एक बड़ी खुशखबरी दी गई है।

 घोषणा के अनुसार पृथ्वीराज नगर में 10000 पट्टे जारी किए जाएंगे। इससे उन मकान मालिकों को राहत मिलेगी जिन्हें अब तक पट्टे नहीं मिल सके हैं। 

गौरतलब है कि पृथ्वीराज नगर को पूर्ववर्ती कांग्रेस सरकार ने जून 2012 में नियमित किया था इससे वहां के करीब एक लाख लोगों को राहत मिली थी। 

इसके अलावा मुख्यमंत्री राजे ने कहा कि शहरों में बढ़ती आबादी को देखते हुए आने वाले सालों में 17 लाख आवासों की जरूरत होगी, जिस पर सरकार का ध्यान है।

राजस्थान का वित्तीय वर्ष 2015-16 पेश करते हुए वसुंधरा राजे ने सौर उर्जा पर जोर दिया है। उन्होंने कहा कि इलेक्ट्रिसिटी की जरुरत को ध्यान में रखते हुए नई सौर सौर ऊर्जा नीति जारी की गई है। साथ ही सौर ऊर्जा के लिए कई कंपनियों से एमओयू भी किए गए हैं। सीएम ने कहा कि बिजली कंपनियों पर 77 हजार करोड़ का कर्ज है। 

वित्तीय बजट में सीएम ने सौर ऊर्जा उत्पादन के तहत बताया कि नई सौर ऊर्जा नीति जारी की गई है। 26 हजार मेगावाट बिजली के लिए राज्य में सोलर ऊर्जा पार्क लगेंगे। जिसके लिए कई कंपनियों से एमओयू किए गए हैं। बजट में 5 लाख 40 हजार बिजली कनेक्शन दिए जाने की घोषणा की है। 

वहीं 864 ढाणियों में विद्युतीकरण का कार्य किया जाएगा। राजे ने बताया बिजली से संबंधी समस्याओं के लिए सेंट्रलाइज कॉल का निर्माण कराया जाएगा, जहां शिकायत दर्ज होगी। 

सीएम राजे ने बजट भाषण के दौरान कहा कि बिजली कंपनी डिस्कॉम को संकट से उबारा जरूरी है। उन्होंने बताया कि बिजली कंपनियों पर 77 हजार करोड़ का कर्ज है।

राजस्थान की महिला सीएम वसुंधरा राजे ने बजट 2015 में महिलाओं और गर्ल्स स्टूडेंट्स को ध्यान में रखा है। राजस्थान में अब 75 फीसदी के साथ 12वीं पास करने पर लड़कियों को राज्य सरकार की ओर से  स्कूटी दी जाएगी। साथ ही महिलाओं के लिए 400 नए प्रसूति केंद्र बनाए जाने की घोषणा की है।  

सीएम वसुंधरा राजे ने बजट भाषण में कहा, 'शिक्षित महिला प्रगतिशील राजव्यवस्था की नींव' होती है। इसके तहत 12 वीं में 75 फीसदी से ज्यादा अंक लाने वाली छात्राओं को स्कूटी दी जाने का प्रावधान बजट में किया गया है। इसके पीछे उद्देश्य बालिकाओं को शिक्षा के प्रति जागरूक करना और उन्हें आत्मनिर्भर बनाना है।      

राजे ने महिलाओं को ध्यान में रखते हुए कहा कि राज्य में 400 नए प्रसूति केंद्र बनाए जाएंगे। साथ ही नवजातों में कुपोषण की समस्या को ध्यान में रखते हुए प्रदेश के 10 जिलों में मदर मिल्क बैंक की स्थापना की जाएगी।
